Thousands of government agencies and private companies are involved in the effort to collect and analyze intelligence in the wake of 9/11.

According to journalist William Arkin, the network is so sprawling that no one has a complete understanding of how it functions. Arkin is co-author of a series of articles in the Washington Post entitled "Top Secret America".

The articles describe an intelligence and information gathering infrastructure troubled by a lack of centralized oversight and hampered by inefficiency and redundancy.
