Winooski City Manager Josh Handverger has been cleared of charges he created a hostile work environment when he wrote e-mails critical of a city employee.

An internal investigation launched by the city determined Handverger’s actions did meet the legal definition of a hostile work environment.

An independent investigator hired by the city to look into the allegations made by the attorney for Police Chief Steve McQueen told officials he didn’t find anything.

McQueen was suspended for a time earlier this year after Handverger questioned some of his management practices.

Handverger is one year into a three-contract with the city. Handverger says he’s glad the investigation is over.
