Water Board says some constructions projects require federal permits

Developers could face another hurdle when trying to build in Vermont. Construction slated for watersheds where streams are already polluted will need to get a federal rather than a state permit before new pollution can be added in the form of groundwater runoff. That’s the ruling from the Vermont Water Resources Board.

A top Vermont environmental official says that the Water Board threatens to upend more than two years of work on the stormwater issue by the Douglas administration, the Legislature and the board itself.
