In 1997, Vermont adopted a state-wide property tax to pay for education. It’s now likely the tax rate will go up for the first time. Commissioner Richard Westman discusses the reasons for the increase and addresses his concerns that the situation could grow much worse in the years ahead with VPR’s Bob Kinzel.  Paul Cillo, executive director of the Public Assets Institute, also joins the discussion.
