Transportation secretary asks two managers to step down

Vermont’s new transportation secretary is shaking up the agency. Secretary Dawn Terrill took over in November at an agency that had been rocked by big cost overruns with the Bennington Bypass and a federal judge’s decision halting the Chittenden County Circumferential Highway.

Now Terrill has asked two division chiefs – Dave Scott at program development and finance director Michelle Penca – to step down. An agency spokesman says Terrill wants to modernize the agency’s operations so that big projects stay on schedule and on budget.
