The state has set up a Telecommunications Authority, which is designed to help provide high speed Internet and cell phone access to all Vermonters.

The 11-member board appointed by the governor and legislative leaders includes state officials and technology and business experts.

The new authority will be led by technology consultant Mary Evslin, who co-founded ITXC Corporation, the fastest growing technology company in North America.

The board will have to authority to sell $40 million dollars in bonds.

The proceeds will be used to build some of the towers, cables or other facilities that would then be leased to telecommunications companies, which would provide service to consumers.
