When the Vermont Legislature adjourns, attention often turns to legislation that failed to make it into law. Governor Jim Douglas says he’s disappointed on two fronts in an otherwise productive session. Douglas says his disappointment stems from the failure of his health insurance and school choice initiatives to pass.

Others who did not win passage of their bills include backers of a bill that would have protected farmers from lawsuits when they used genetically modified seeds, and those who would allow physicians to help terminally ill patients speed death.
