A psychiatrist says the man accused of fatally shooting two people in Essex was competent and sane at the time of the incident.

Vermont District Judge Michael Kupersmith made mention of the psychiatrist’s report during the court hearing today for 26-year-old Christopher Williams.

Williams is accused of fatally shooting the mother of his former girlfriend in her home. Then he went to the Essex Elementary School, where he allegedly shot and killed teacher Mary Alicia Shanks and wounded another teacher.

Williams was taken into custody a short distance away after police say he wounded another man and then unsuccessfully tried to kill himself.

He is being held without bail.
