The U.S. Small Business Administration has issued a disaster declaration for four Vermont counties in the wake of June 14 flooding that damaged buildings and businesses in Rutland.

The declaration covers Rutland, Addison, Bennington and Windsor counties, as well as Washington County in New York. Sudden downpours unleashed a torrent of water that caused significant damage in downtown Rutland.

It means businesses, commercial property owners and homeowners can apply for low-interest loans  for homes, businesses and nonprofit organizations.

SBA officials will set up shop in Rutland next week to begin processing applications.

Meanwhile, state officials plan to reopen the Asa Bloomer Building, which is home to several state offices, on Tuesday.
