In Rutland, voters have given new meaning to the phrase "you can’t fight City Hall."

On Tuesday, they voted overwhelmingly in favor of an article that gives voters – instead of the Board of Alderman – the final say over city spending.

Currently, only the aldermen vote on the mayor’s budget proposal.

The measure does away with the 85-cent general fund tax cap and requires the alderman to amend the city charter to allow voters to decide budgets and change when budgets are approved.

The charter change will not affect the fiscal 2010 budget.
