A Rutland man is suing the city over what he says was excessive force by police who used a Taser stun gun on him last summer.

And his lawyer has posted a video of the arrest on the Internet.

Police responding to a report of a young man starting fights arrested George Griffin, Jr., in July 2007. He was charged with disorderly conduct and consumption of alcohol by a minor.

Officer Ed Dumas says after handcuffing Griffin and placing him in the cruiser, Griffin refused to be seat belted.

Dumas says when Griffin didn’t comply after three requests, he used a Taser.

Rutland Police Lieutentant Kevin Geno says the Taser use was justified.

But Griffin’s lawyer says there was no reason to use a Taser on a handcuffed teen.
