A report says misconduct by four training coordinators at the Vermont Police Academy in Pittsford was caused by a lack of adequate leadership.

The report and investigation was done by presentated by retired Vermont State Police Director James Baker at the Academy yesterday.

The issue arose last year after the resignation of Executive Director R.J. Elrick. Two days later training coordinator David McMullen committed suicide on the academy grounds.

The Burlington Free Press says the incidents came as the Department of Human Resources had begun an internal investigation into the two men and two other unidentified employees.

Baker says the resignation and the suicide sent the academy and staff into chaos and turmoil and there was no sense of teamwork.
