A new report on renewable energy facilities says that smaller is better.
That’s according to the Institute for Local Self-Reliance, a non-profit with offices in Minneapolis and Washington, D.C.
Their study was sponsored by the Ford Foundation to help give a ‘policy roadmap’ to state and federal government.
