Vermont lawmakers took testimony Thursday on a bill calling for Vermont to join other states in committing its electoral votes to whichever presidential candidate gets the most votes nationwide, rather than the most within individual states.

Advocates are pushing in Vermont and dozens of other states are working to skirt the Electoral College without amending the U.S. Constitution. Critics say that change would hurt small states like Vermont. Gov. Jim Douglas, who vetoed an identical bill last year, remains opposed to it.
