Brattleboro police used Tasers on two protesters who were arrested after chaining themselves to a barrel in a vacant lot.
The two West Dummerston residents had planted a garden and spent the night on the lot to protest what they believe are plans for development on the Putney Road land.
They were arrested yesterday morning after refusing to leave.
Acting Town Manager Barbara Sondag says the police department has been told to review its policies on Taser use.
