The Vermont State Police are working with Corrections Department officials to determine what charges should be filed against the leaders of a weekend disturbance at the Rutland jail.

The charges being considered range from reckless endangerment to hostage-taking.

So far none of the 13 inmates involved in the disturbance have been charged with a crime.

Officials are also reviewing a new disciplinary system at the Marble Valley Correctional Facility that officials say was at the heart of the incident.

The state’s Prisoner’s Rights Office has been receiving complaints for months about a new behavioral policy in the Rutland.
