A New Hampshire Senate committee recommends the Legislature study the state’s death penalty law rather than repeal it.

The House voted last month to repeal capital punishment, but when the bill came before the Senate Judiciary Committee on Thursday, members voted 3-2 to completely rewrite it, creating a commission to study the issue.

Gov. John Lynch has said he would veto a repeal of capital punishment if it reached his desk in its original form.
