New Hampshire House budget writers have voted against putting $83 million in the operating budget for school construction aid.

The House Finance Committee voted against the funding Tuesday night.

Gov. John Lynch had proposed borrowing the money, but the House public works committee cut it from the capital budget.

The Finance Committee also voted to spare 20 prison guards from being laid off by cutting the Corrections Department’s overtime budget to pay their salaries. The layoffs are part of the budget’s plan to close the Laconia prison.

The committee worked into the evening Tuesday but did not finish work on the $11 billion, two-year budget. A final committee vote is expected Wednesday. Until then, all decisions are preliminary.
