The space is described as gorgeous, but the cost "eye-popping." Vermont lawmakers are applying those terms to office space at the National Life building in Montpelier that has been renovated to house the Vermont Agency of Natural Resources and other state agencies. A bill that would subject renewable energy projects to more regulation has bitterly divided environmentalists. Most mainstream environmental groups oppose the legislation, saying it presents unnecessary hurdles to clean energy projects. But wind opponents say the groups have abandoned their long time mission of environment protection.
