Governor Peter Shumlin says he wants to be able to draw down all the federal transportation funds that are available to the state. That means it’s likely that the governor will propose a plan to raise new gas tax revenues in his budget speech on Thursday. Three years after a leak of radioactive tritium focused attention on the Vermont Yankee nuclear plant, the state Health Department says radiation levels are declining. Vermont has the highest high school graduation rate in the country, according to the U.S. Department of Education.
