It is cold outside this morning. The National Weather Service says it’s 21 below in St. Johnsbury, 19 below in Montpelier, 9 below in Burlington and Rutland. And dangerously low wind chills are expected to continue. Lawmakers have gotten their first look at the computer software that will be used to implement Vermont’s Health Care Exchange later this year. Creators of the program are modeling it after popular travel websites.
