Governor Peter Shumlin says it may be necessary to reduce the benefit package for participants in the Catamount Health Care program, as the state moves to implement its own health care exchange at the beginning of 2014. This promises to be one of the top health care challenges that lawmakers will consider during the upcoming session. The state has dismissed trespass charges against a Northeast Kingdom newspaper publisher who was arrested last year while he was covering an anti-wind protest.
