House Speaker Shap Smith says if a bill is debated in Montpelier, it needs to emerge first from the Senate. Carpooling, higher fuel economy, hybrids and electric cars may be good for the environment, but they’re bad for government transportation funding, which relies on gasoline and diesel taxes. Now states are weighing options for taxing vehicles by miles traveled. The state’s unemployment rate dropped one-tenth of a percentage point last month to 5-point-1 percent.
