Over the past five years, college tuition at Vermont’s public institutions has risen by at least 27 percent. But income growth has not kept pace. That’s the finding of a report out this week from the New England Board of Higher Education. A year after the St. Johnsbury community was shaken by the murder of a popular school teacher, a ceremony will be held at St. Johnsbury Academy to honor her life and celebrate her message "to love those the most who need it the most." The Vermont Department of Labor says federal budget cuts are being made to emergency unemployment benefits. New Hampshire’s House is voting whether to take away using deadly force as a first option for someone defending themselves or others in a public place if they could safely retreat from the threat.
