A plan by the New Hampshire Police Chiefs Association to raffle off guns to benefit a youth training program is drawing criticism, especially in the Upper Valley.  The raffle is co-sponsored by a gun shop in Newport, New Hampshire, which is also the home of a gun manufacturer. One New Hampshire lawmaker questions the wisdom of the raffle. Rutland’s top ranking police officers are the focus of a lawsuit alleging a longstanding culture of corruption, misconduct and cover-ups in the department. Officials with two Windham County school districts locked school doors yesterday because of safety concerns.
