The Federal Emergency Management Agency says it won’t pay for larger culverts that the state of Vermont says are needed to withstand future floods. Last week, FEMA rejected a state appeal of a culvert funding decision. The federal agency says the state is applying inconsistent standards. Vermont officials are urging farmers to prepare for power outages and flooding from the next storm predicted to move up the coast. A federal judge has dismissed a lawsuit filed by Vermont Yankee against the state over taxes on the plant that the Legislature passed this year.
