The state Supreme Court ruled on Friday that the town of Hartford must turn over records about a 2010 incident when a man was beaten, pepper-sprayed and dragged from his own home by town police; and  two key legislators say it was never certain how much money the state would get from FEMA to deal with damage to the State Office Complex in Waterbury.
