N.H. House passes new school funding plan; little changed for now

The New Hampshire House has passed a new school aid system that changes little for the next three years.

The House voted to keep things pretty much where they are now until two new commissions can study whether more changes are needed. 

The House proposes postponing implementing the new aid distribution and instead guarantee towns the same state aid in 2010 and 2011 that they get next year. Towns expecting windfalls under the plan would see their increases capped at 15 percent.

The Senate narrowly passed its version of the $971 million main school aid plan, despite Lynch’s objections that it would give aid to rich towns. Lynch also said he would not accept another feature of the proposed plan: requiring rich towns to send money to the state for redistribution to poorer ones.
