Governor Jim Douglas is panning the Environmental Protection Agency for its criticism of Vermont’s efforts to clean up Lake Champlain;  As gasoline prices skyrocket, Vermont’s Transportation Agency plans to revamp its system of helping people organize carpools to get to work. Plans are being drawn up for two different memorials to Vermonters killed in the wars in Iraq and Afghanistan.
