Governor Jim Douglas proposed lowering Vermont’s income tax rate in his State of the State Address yesterday. As VPR’s Bob Kinzel reports, the Governor wants to pay for the proposal by removing exemptions for the state’s capital gains tax. A group of anti war protesters interrupted the speech yesterday. And State lawmakers say they’re considering decriminalizing marijuana possession, and they’ve scheduled a January 23rd public hearing in Montpelier to hear from Vermonters about it.
