Congress is seeking to delay a new security rule requiring passports at all U.S. border crossings next year; the Department of Corrections is under pressure to trim its budget by $4 million dollars and Corrections Commissioner Rob Hofmann says one option is closing a prison and sending more prisoners out of state;  an environmental group is challenging a decision to create the Vermont’s first designated growth center in Williston;  and Rutland officials are considering asking voters for a 150-year financial commitment to replace the city’s aging water and sewer infrastructure.
