Governor Jim Douglas announced the a major new effort to prevent young people from trying heroin; this morning in Washington, the Senate Commerce Committee received a report on how states are spending their tobacco settlement money; members of the Rutland City Police Department say a 1997 ordinance that requires them to live in the city makes it difficult for them to do their jobs; Vermont has just received a $200,000 federal grant to help protect the Calvin Coolidge home site in Plymouth Notch.
