Former New York Mayor Rudolph Giuliani spoke this morning at a gathering for Upper Valley Republicans and said that the United States needs better immigration reform; Governor Jim Douglas will sign into law what’s called the Next Generation Bill, providing funding both for college scholarships and for workplace training programs; Vermont Transportation Agency officials are holding a series of hearings this week about how best to proceed with the Circumferential Highway around Chittenden County; the Vermont Health Department is warning that Lyme disease, borne by ticks, is increasing in the state, and that the risk is higher with the advance of summer weather; voters in St. Albans City and Milton considered school budgets as they voted yesterday, and came up with opposite results.
