A major victory for Vermont and other states trying to cut carbon dioxide emissions; Vermont needs to track its population of people infected with HIV by name, or risk the loss of federal funding. Congressman Peter Welch will kick off weeklong energy tour with renewable energy officials at one o’clock this afternoon in Burlington; Senator Bernie Sanders holds a news conference to discuss funding for the Head Start early education program in Barre at 2pm; and later this afternoon in a celebration timed for today’s opening day for the Boston Red Sox 2007 season, Gov. Jim Douglas will participate in a Red Sox World Series trophy parade.
