University of Vermont President Dan Fogel says layoffs and spending freezes are likely as the school grapples with a projected $22 million budget shortfall.

Details of the layoffs won’t be available until the beginning of next year.

In a memo to the staff on Tuesday, Fogel outlined the university’s expected financial problems and ways to deal with the budget gap.

Last month he told the Board of Trustees’ Executive Committee that the university faced an "unprecedented" budget shortfall in the next fiscal year, beginning July 1.
