The Vermont Labor Relations Board has sided with the Douglas administration in a dispute with the state workers’ union over contract talks. The board says the Vermont State Employees’ Association violated a provision of the ground rules for the negotiations. Those require that details of the talks be kept confidential.
The union sent a flyer to its members and state retirees detailing its concerns with the administration’s proposals on cost-sharing for prescription drug coverage and other health care. The board says retirees are no longer members of the union and communicating with them violated the ground rules.
