Interview: Jay Jochnowitz, Civil Confinement Bill

(Host) New York Governor George Pataki has called an “extraordinary session” of the legislature in an effort to pass a civil confinement bill.

The measure would allow the state to keep “violent sexual offenders” in psychiatric facilities once they’ve completed their prison sentences.

Earlier this year, the New York House and Senate passed different versions of civil commitment bills, but were unable to reach a compromise.
