A Vermont Law School professor recently returned from a 3-week scientific expedition to the Arcitc.

Betsy Baker was asked to go because the mapping of the outer areas of the continental shelf beyond Alaska isn’t just a scientific concern…it’s an ongoing legal issue. Countries like the United States, Russia, and Canada all have an interest in the resources that lie in the depths of the ocean floor at the end of the world.

Betsy Baker says it comes down to a right of jurisdiction as spelled out in a 1982 treaty the United States has yet to ratify.
