The International Paper company is due to start burning tire chips today at its plant in Ticonderoga, New York.

On Friday the 2nd U.S. Circuit Court of Appeals in New York City refused to block Vermont’s request for a temporary injunction that would have blocked the test burn of what’s called tire-derived fuel.

Vermont officials say they had hoped to persuade the federal Environmental Protection Agency to block the test on grounds that it would send toxic pollutants downwind into Vermont.

Governor James Douglas has said he doesn’t want to see tires burned until IP installs up-to-date pollution controls.

The company says it wants to conduct the two-week test in part to determine what kind of pollution controls would be best.
