Power is slowly being restored to customers in Vermont, but the storm is hitting the state for the second day in a row and forecasters warn more outages are possible.

Almost 18,000 customers were without power Thursday morning, down from more than 21,000 households after more than a foot of snow fell across the state Tuesday and Wednesday.

The power outages are concentrated in Windham, Windsor and Rutland County.Many schools are closed again today.

Forecasters say high winds could knock out power to more electric customers.

The American Red Cross has set up shelters in the hardest hit areas, in Brattleboro and in Rutland.
