Gov. Jim Douglas is slated to deliver his annual budget address to Vermont lawmakers this week, and it’s expected to be a tough message.

Finance and Management Commissioner Jim Reardon says the governor will call for further cuts in fiscal 2010 beyond those already being enacted this year.

He says cuts will be needed to avert what would otherwise be a budget deficit next year of at least $150 million.

Douglas has said repeatedly he doesn’t want to address the shortfall by raising taxes.
