Governor Douglas delivers his annual budget address, a spending plan expected to be the most austere of his six years in office.

A softening economy is expected to mean a slight decline in state revenues for the coming fiscal year, and both Douglas and lawmakers have been warning of a tough budget year.

Some legislators have been grumbling that Douglas didn’t release his spending blueprint earlier.

The governor is calling for some incremental health care reforms to be passed by Town Meeting Day, which is six weeks away.

Lawmakers have been saying that without seeing the details of the governor’s health proposals until the budget is out, that will be difficult.
