For over a decade, about 70% of all Vermonters have been able to pay their education taxes based on their income and not on the value of their property. The policy is called Income Sensitivity. Some people think the program should be expanded, while others want to sharply restrict eligibility in the program. VPR’s Bob Kinzel talks with former Hardiwck Representative Paul Cillo and State Tax Commissioner Richard Westman about the program.
